Where can I find the best match for the blue engine paint on a 1960 Series 62?

Bill Hirsch. But it is very slow drying.  Like 3 days.  Kind of expensive to.  Especially once you add shipping.

I dont know where on earth you're located but
In Europe we can say

-RAL 5011, or -NCS s8010 r90b.
Thats about the correct color, then you can decide which type of paint you like.
From a rattle can or not, with rust protection or not, with the use of hardener or not.
When you're done somebody can tell you, -you got the wrong blue color.
Then you can say, -there were different blues from the factory, and the different blues changed tone differently over the years mate.
