After heater core change still no heat.  Purchased Cadillac Tim's book, did tests and now know my dash rotary valve is clogged and not letting enough vacuum thru to make actuators function. (Recommend Cad Tims books, took me several readings but really helps you understand the system) Need to pull out the control assembly but there doesn't seem to be enough room behind dash to get to screws at top plus I can't seem to find them. Is this like the heater core where  you need to remove more than the service manual tells you to in order to access the things you need to get. Hope someone has done this before and has some insight.

That is absolutely a horrible job. I went in from the top, and also in from the bottom. I stuck a small camera in from the top to help direct me to the screws.
Best of luck-- and I 2nd Cadillac Tim's book.

My recollection is that this was one of those tasks that nearly crippled me. Working from the top and bottom with 5/16" or 1/4" box end wrenches, same size sockets on rigid and flexible extensions I was able to slowly remove the (I believe it was 4) screws.

Not exactly the responses I wanted but at least I wasn't missing the obvious simple method. I can't see myself being able to reinstall the cc assembly top screws even if I unscrewed from the top side of dash and my car doesn't have cruise control to work around.  The shop manual says to remove the ac/heater hose to access behind the dash but it's the hard plastic duct for the driver outlet that's in the way. With the dash cover off the hard duct top screw comes out (bottom screw is easy from below) but duct can't move toward cowl because parking brake assembly is in the way. I haven't loosened parking brake assembly yet but I need more wiggle room, also I don't see how this duct is going to come out of the topside of dash as manual says.  If I can get the duct out I think if I remove headlight switch I can work my way over to the climate control unit. Won't complain about limited space to work in engine bay now that I know what tight space really is.

I didn't have to remove the headlight switch.
But, it wasn't a fun job.
