I attempted to replace my electric fuel pump located on the frame under the passenger side and disconnected the fuel line coming from the tank, but the gas doesnt stop flowing out. Is this normal? Thanks

Yes it is, because the fuel level in the tank is above the fuel line connection you take off and the line is stil ful of fuel .
Three ways solving the problem,
1; take all gas out, 2; put a jack at the front axle to raise the level of the line above the fuel level in the tank, 3; blow the fuel back from the connection you take off with compressed air,take care, low pressure and fuel cap off, or you will blow apart your fuel tank, with the line MT, it will stopp the fuel running from the tank, Do not try this with the tank completely filled with petrol,because the petrol will be all over the place,blown out by the compressed air.
