66 deville conv. Has climate control. If the ac system is not working ( hoses disconnected no freon etc) will the heat still work?
Right now nothing works properly. With winter here i want to concentrate on the heat first

If nothing else has been modified or disconnected, the heat should work as designed. Have you tried it? I used to simply unplug the compressor in the winter, which essentially would be the same thing as what you have.

The refridgerant part of the system does not affect the automatic temperature control. So the automatic control would still control your heat if it is working properly regardless if the compressor doesn't work, no freon, etc.

As Tim says, the heat will work without the refrigeration system in operation. However,,,,,all the other components must be working. The vacuum circuits components and controls need to be intact IF you want temperature control, and be sure and disconnect the compressor clutch positive lead and tape it up to prevent shorting and/or energizing the compressor clutch with an inert system.
If your existing control system will not function, there are a couple of suggestions for ways to get heat , but try the system first and see if it works.

The ac pipes were dissconnected when i replaced the heater core. There were many vacumn leaks. The heat comes thru the ac vents  but i'm making progress. I have Tim's booklet big help. Since it's winter obviously i'm concentrating on the heat.

I'd much rather have the heat coming out the dash registers. That plenum below burns your feet.

If I’m not mistaken (and I was once) the 66 has an under flor duct to direct heat to the back seat that needs the system diverting air to the lower outlet in order to work.

You are not mistaken. Those ducts do exist, and work quite well to move heat to the rear passenger compartment.

My car has the floor duct. Didn't check to see if that was working. Right now i'm setting up my winter tent in the garage.
