1970s 1976 secondaries not opening?

Good evening gentlemen.

Should my secondaries be opening at least a tad in the scenario or do they not function in park. Idle to 2300 rpm or so. Secondaries lock out pin is free/away from choke cam/lever. 

BTW, Millennial here coming from fuel injection and a two barrel 2150 on a Lincoln

The Secondaries will not come on when you are just hitting the throttle like you are.   You have to remember that these carbies are not Mechanical Secondaries like the performance Holleys.

The car needs to be moving, with the gas pedal going to the floor and only then will there be sufficient vacuum to start moving the upper plate.

Then putting the pedal to the floor, the bottom secondary butterflies will open up mechanically, but the air flow will only commence when the upper butterfly receives enough vacuum to allow the plate to open.   When you back off the gas, the upper butterfly will close.

When you are driving, and mash the pedal to the floor, only then will you feel the Secondary Circuit opening.   You will also notice a road from the extra air passing through the air cleaner.   There is not much of a sweeter sound than when the Secondaries kick in.

These engines will work perfectly well, just on the Primaries, but will really liven up when you deed to get the thing really moving.

You can check whether they are opening by hand, but then you have to flip the throttle to WOT. The engine will rev quickly and return to idle but you will see the secondary air butterfly open and close briefly. You can definitely hear it as well.
