Anyone know what this electrical item is (highlighted in yellow)? It sits just below the neutral safety switch and is held in place by the same. The wire is tan (I think). Is it part of the horn circuit?

If I remember correctly, it is for the horn. On the inner steering shaft, there's a thin brass sleeve with a wire soldered on it that goes up to the contact button under the horn ring.  So the connection you refer to is for some kind of contact that touch this brass sleeve.

Yes it is the horn wire connection.

I believe these 2 gents are correct. Clay/Lexi

It is the horn junction.  The wire is inside the column and is soldered to a round brass cylinder on the lower end of the steering shaft.  There is a spring loaded brass connector that loads through the top side of the lower steering column and it rides on the brass cylinder and the wire harness connects to it completing the electrical circuit.

I have made up a replacement part for these.  The bak-o-lite housing brakes on the originals.
