1970s 75' Power antenna not going up or down with radio

I just rebuilt my antenna for hopefully the final time and it seem to be functioning fine. Using the switch in the dash I'm able to move it up and done without issue. However the "auto" feature where its meant to go up when the radio is on and go down when the radio is turned off seems to not be working. 
I'm unsure if this was even an included feature in the 75 Eldorado's, but from the wiring diagram it seem to be

I want to say the relay is at fault here, The antenna wont go up and down without the radio on which tells me the relay is switching properly, but i don't think its sending power to the "automatic" wire or the "down" wire when appropriate

Its a simple relay so i dont see how it can be messed up, no rust on it or anything, but i dont got the money to impulse by a new one so trying to see if there is a possible other reason?
