Had my trans rebuilt 1 year ago. Now there seems to be a kick between 2-3, all other gears shift smooth. Would that be a TV adjustment?

Yes. That would be the place to start. It costs nothing but time to master the art of adjusting a Dual Coupling Hydra-Matic.

Other variables are the quality of the rebuild, pump pressure, fluid cleanliness, filter cleanliness and of course, the operator.

It used to be upon the driver to know when the car was going to shift. At the shift point, the driver would ease his foot off of the accelerator pedal just a little bit to let the 2-3 shift complete itself, then accelerator pressure was reapplied to continue on.
